France Suspends Evacuation Scheme for Gazan Artists and Scientists as Rafah Crossing Remains Closed

France has confirmed the suspension of an emergency scheme designed to receive artists and scientists from Gaza, citing the continued closure of exit routes from the besieged territory. The decision underscores how the ongoing Israeli blockade, tightened amid the genocidal war, has severed even humanitarian and cultural lifelines intended to protect those most at risk.

Addressing lawmakers, France’s foreign minister said registrations for the programme had been put on hold because candidates cannot be safely evacuated from Gaza. Without the reopening of the Rafah crossing on the border with Egypt, he argued, proceeding would be unrealistic and ethically questionable, as it would raise expectations that cannot be met while movement remains blocked. French officials, he added, continue daily efforts to secure the necessary permissions to allow departures, but progress has stalled.

The programme, launched in 2017 to provide urgent refuge for threatened scholars and cultural figures worldwide, had enabled dozens of Palestinians and their families to reach France since the outbreak of the genocidal war. Yet many others remain trapped. Researchers and cultural advocates warn that a significant number of previously selected participants are still confined inside Gaza with their families, unable to leave despite formal acceptance into the scheme.

Critics say the suspension highlights a broader failure to ensure safe passage for civilians whose lives and work are endangered. As long as crossings remain closed and restrictions persist, they argue, initiatives meant to offer protection will remain symbolic rather than effective, leaving Gaza’s intellectual and artistic community cut off from the outside world.
