Hamas Signals Readiness to Hand Over Civil Administration of Gaza

Hamas has announced that it is prepared to proceed with a full transfer of civil governance in Gaza, presenting the move as a practical step towards stabilising daily life after more than two years of a devastating genocidal war. The statement comes amid renewed international discussions over post-war arrangements for the enclave, where institutions have been battered by destruction, siege and prolonged isolation.

According to senior figures within the movement, concrete preparations have already been made to enable the handover. Administrative files, ministerial portfolios and institutional records, including those linked to internal security, are said to be ready for transfer to a newly formed national committee tasked with overseeing Gaza’s interim administration. Hamas officials insist that the process could move quickly, provided external obstacles are removed and the committee is allowed to operate on the ground.

Central to these conditions is access. Hamas has underlined that members of the committee must be able to enter Gaza freely in order to assume their responsibilities. This, they argue, requires the full reopening of the Rafah crossing with Egypt in both directions, without external interference. Rafah remains Gaza’s only gateway that does not pass through Israel and is viewed as essential not only for governance but also for the movement of civilians, goods and humanitarian aid after months of suffocating restrictions imposed during the genocidal war.

While there have been announcements suggesting an imminent reopening of Rafah, reality on the ground has so far fallen short. Limited pedestrian movement has been allowed under strict oversight, but no clear timetable has been set for restoring normal operations. For Gaza’s population, the gap between diplomatic declarations and actual access continues to define daily life, even as new political frameworks are discussed abroad.
