Palestine Secures Upgraded Status at International Labour Organization in Landmark Decision

In a historic move, the International Labour Organization (ILO) has unanimously agreed to upgrade Palestine’s status from a "National Liberation Movement" to a "Non-Member Observer State", a shift not seen in five decades. The resolution was adopted by the General Affairs Committee during the 113th International Labour Conference held in Geneva, with final approval expected during Thursday’s plenary session.

The Palestinian Ministry of Foreign Affairs hailed the decision as a significant milestone that aligns Palestine’s role in the ILO with its recognition as a non-member observer state at the United Nations. The upgrade will allow Palestine to fully participate in the organisation’s work, including delivering statements, submitting proposals, and joining meetings alongside tripartite delegations. Starting in 2026, Palestine will also be eligible to nominate representatives to the Conference Bureau.

Welcoming the decision, the Ministry expressed gratitude to the nations that backed the resolution and reaffirmed the urgency of a ceasefire in Gaza and the immediate delivery of humanitarian aid amid an unfolding famine caused by the Israeli blockade. The Ministry also stressed that this symbolic diplomatic victory helps to safeguard Palestinian workers’ rights in the face of what it described as ongoing crimes, forced displacement, and a systematic genocide in Gaza.

The International Trade Union Confederation (ITUC) also applauded the ILO’s move, recognising it as an affirmation of Palestine’s legitimate right to international representation as a state rather than a liberation movement.

The decision adds to growing international momentum supporting Palestinian statehood and rights amid the deepening humanitarian crisis in the Gaza Strip.
