Palestinian Groups Reject UN Plan Over Fears of Foreign Control in Gaza

Palestinian political movements across Gaza and the West Bank have sharply criticised a newly adopted UN Security Council resolution, warning that the proposal risks placing Gaza under an externally imposed administration at a moment when the genocidal war has devastated the territory. The resolution, backed by the United States and approved by an overwhelming majority, outlines the creation of a “Peace Council” alongside a foreign-led stabilisation force tasked with overseeing security, reconstruction, and political arrangements. For Palestinian groups, such a mechanism threatens to sideline local institutions and deepen the erosion of national decision-making.

Statements issued by several factions argue that the plan grants international bodies sweeping influence over Gaza’s internal affairs while leaving core issues of sovereignty and accountability unresolved. They fear that a foreign force could function as an alternative governing authority, entrench the separation between Gaza and the West Bank, and give the occupying power indirect control over aid distribution and rebuilding efforts. Groups also voiced alarm that the resolution overlooks the destructive actions taking place in the West Bank and Jerusalem, including settlement expansion and organised settler violence, developments they say undermine any claim of neutrality.

Political leaders insist that the resolution fails to address the root causes of the crisis: the occupation, mass displacement, and the unprecedented scale of civilian suffering since October 2023. They argue that resistance remains a right protected under international law and stress that disarmament cannot be dictated by external actors. Several movements warn that the proposal risks granting political gains to the occupying power that could not be secured through two years of genocidal warfare, effectively offering diplomatic cover for the continuation of long-standing strategies of control.

Across the political spectrum, factions maintain that no international arrangement will carry legitimacy unless it guarantees a full cessation of the genocidal war, complete withdrawal of Israeli forces, and a reconstruction process free from political manipulation. They affirm that Palestinians will not abandon foundational rights such as self-determination, return, and genuine statehood. As civilian casualties continue to rise, with hundreds of thousands killed, injured, or missing, the groups call on international mediators to ensure the resolution cannot be used to extend the suffering of Gaza’s population under new administrative frameworks.
