Israeli Plan for Gaza: An Emerging State and Reconstruction

Gidi Grinstein, founder of the Reut Group, proposed a plan for Gaza's future, including a transitional period of 3 to 5 years.

The plan divides Gaza into two zones: 80% under Palestinian control and 20% under Israeli control.

He emphasized that Gaza is currently in a "legal vacuum" following Israel's withdrawal in 2005 and Hamas's nullification of the Oslo Accords, calling for the importation of the legal framework from the West Bank.

Grinstein suggested recognizing the Palestinian Authority as an "emerging state" that could become a full state once conditions are met, drawing a parallel to Israel's status in 1947.

He also called for the dismantling of UNRWA and transferring its responsibilities to a Gaza Reconstruction Authority under a reformed Palestinian administration, with refugee camps being transformed into permanent communities.
