The shelters in Deir Al-Balah Municipality, which is home to nearly half of Gaza's population, are severely overcrowded. A large number of displaced individuals are living in makeshift shelters on agricultural land, which could be flooded by winter rains. Providing essential services is becoming increasingly difficult due to inadequate road infrastructure.
Furthermore, some displaced persons are at risk of submersion in certain areas due to tidal surges along the coastline. The municipality has warned that water levels could rise by as much as 1.5 meters and has urged residents in flood-prone areas to evacuate.
Despite these challenges, the municipality has been working with international aid organizations to manage waste and repair damaged infrastructure. However, shortages of fuel and supplies threaten to exacerbate the situation.
